对指数规则进行全面更改是为了提高DAX指数的质量并将其与国际标准对齐。11月4日市场意见征询结束,根据其市场意见征询结果对整体规则进行了相应更改。
基准和指数全球负责人Stephan Flaegel表示:“我们收到了600多家参与者的反馈,包括金融机构、企业、私人受访者以及协会和与指数编制相关的组织。这使我们能够开展有根据的DAX指数改革。市场参与者将受益于一套简单的规则,既符合国际标准和全新的德国基准指数资格标准,该基准股指追踪德国资本市场上最大的上市公司。”
指数编制规则的主要更改结果是:
从2021年9月起,基准指数DAX将增加10个成员,总共40只成分股。这意味着它将更全面地覆盖德国最大的上市公司。相应的,MDAX指数将从60只成分股减少至50。
从2020年12月起,所有未来的DAX指数可能成分股的上市企业在其近两个年度财务报表中必须具有正的息税折旧摊销前净利润(EBITDA)。
从2021年3月起,DAX精选指数中的所有公司将有义务发布经审计的年度财务报告和季度报表。在为期30天的警告期后,违反这些要求的公司将会立即从指数中除名。
因此,满足必须在法兰克福证券交易所主板市场上市的要求将不再适用;只满足受监管市场的上市要求即可。引入此新规则是为了指数提供商在出现成分股违反规则的情况时能更快地做出反应。
此外,从2021年3月起,DAX精选指数的所有成员都必须遵守德国公司治理准则中关于在监事会中设立审计委员会的建议。对于现有成员,有一个过渡时期来维持DAX特选系列指数的连续性;他们必须从2022年9月起完成落实,并遵守这些要求。
从2021年起,DAX指数将每年两次(三月和九月)进行定期审查。目前,此类审查仅在9月进行。
为了简化规则而并确保可投资性不受到影响,仅从2021年9月的审查开始,才按市值选择成分股。交易所股票交易量将不再是排名过程的一部分。相反,所有成成分股只需满足该上市股票最低交易量的要求。
关于排除有争议武器公司的提议被拒绝。Stephan Flaegel表示:“在涉及公司治理的提议之外,我们对可持续和ESG主题的看法不一致。许多参与者提出了一个普遍的问题,即这些标准是否应影响DAX成分的选择。因此,我们将继续与市场参与者进行交流。可持续投资已经并将继续是金融市场上最重要的趋势之一,并将在未来几年内从根本上改变投资行为。ESG主题对于Qontigo来说具有很高的优先级。我们在三月推出了DAX50 ESG指数,并且长期以来一直提供各种ESG指数,我们将致力于进一步扩展。”
